This paper provides a sense of the limitations found in the conduction of "Youth Project", an IDB-funded professional training program that, designed in Buenos Aires including Gender perspective in the 90's, was carried out in Jujuy with the aim at boosting women's participation. Within increasing exclusion processes imposed by the globalization of economy that constrains the autonomy of states in the periphery, my analysis contributes to capture the ways through which social policy, thumbed by the logic of funding-international organisms, strengthens client-like relationships at the level of local execution as they allow for the introduction of progressive components, gender perspective being one in this case, through the "pool of experts" that this logic requires. This essay also makes visible how often the relationships between the experts, many of them feminist "slipping through the cracks", reiterate center-periphery relations. Finally, to tentatively point at alternative paths, I think it's important to reflect on not only the practices carried out in such scenes but also on their underlying or explicit conceptualizations under the light of the fruitful theoretical production of the feminist critique around major categories, such as gender and labor.
