We intend to develop a theoretical reflection about the possibility of conceiving a national development plan for Latin American countries in a global economic scenario that has radical technological competence as one of its distinctive aspects. To this end, this article strives to offer a contemporary account to the notion of national innovation system by placing it in the context of the theory of capital subsystems’ planning and, consequently, to propose an updated theory of technological dynamics of the capitalist system in the present and the possibility of including it in a development planning strategy.
