The role played by the States in contemporary societies has been changing, and together with it the functions assigned and the instruments used and deployed in order to obtain them. Nevertheless, there exists a frequent lack of adaptation of the traditional public administrative structures to those processes of change. In Latin America, the modernization and reform of the administrative public apparatus, as well as being a distinctive and characteristic feature for many decades, have acknowledge explicitly the key role of the human resources management, considering the introduction (or transformation) of a model in the Civil Service Career in most of the reform programs that have been developed. This work attempts to describe some of the experiences of instilment of a Civil Servant Career in the public administration in Latin America, introducing new elements to think about a transformation in the human resources management systems, and to analyze some of the especially important components for such transformation.
