This  article  attempts  to  understand  the  relation between  the  actions  undertook  by  the Getúlio Vargas  foreign  policy,  since  1930, and the  strong influence of  the audit of  foreign obligations accomplished during  the period  in which Oswaldo Aranha was  the  finance minister  (1931-1934). This study considers Aranha's efforts,  now as  Brazil's  ambassador,  for  a  free-trade  agreement  with  the  United  States were motivated, according to documental sources, on one hand by the strengthening of  the US dollar after the gold pattern end, and, on the other hand by  the costly commitment of  Brazil with the debt bonds owned by American creditors.
