The article deals with the issue of alternative forms of political participation of foreigners, their influence on politics at the turn of the century, and political ties between provincial and municipal levels, keeping the idea of the political issue as a complex phenomenon. It specifically focuses on the elite of a small and cosmopolitan community -San Rafael, Province of Mendoza- and analyzes the open letter published in the press by an important member of this locality, an Spanish merchant that makes the public defense of his rights and expresses his position through this epistolary genre. This letter is an evidence of political participation of immigrants not nationalized
