This article tries to explain the city as a space of alterity and the difficulties of understanding that, up to the moment, the practice of Urban Planning seems to have of the reality lives in low-income settlements. Through a tour of different socio-anthropological and juridical views and of new currents in Urban Planning, without neglecting aspects such as participation and citizenship.it considers the use of the so-called "dialogical perspective" in Social Sciences and the need for its instroduction into the practices of Urban Planning.
