The paper analyzes the changes in the urban government agenda of Valencia over the last two decades. Urban regime analysis is used as the theoretical framework. In Valencia a local pro-growth coalition has promoted an urban model characterized by the development of large urban projects and the organization of mega-events. This model has been questioned by different urban movements that highlight the serious imbalances detected in the city. Finally, and in the context created by the Spanish economic recession, the paper raises the possibilities for a change in the current urban regime of Valencia.
