The paper examines the process of implementation of a national housing policy, the Programa Federal de Emergencia Habitacional (PFEH) in a particular case: 2 de Abril neigh-bourhood in the city of Humahuaca (Jujuy, Argentina), considering the actors involved in it. From that perspective we reconstruct the process of policy implementation in different moments. The paper discusses the logics involved, what was at stake at all times, and how some issues not covered in the formulation of the policy, such as the availability of land, were resolved at the local level.
