This article studies the scientific and technological inequalities between Argentine provinces and their relation with socio-economic development in the period 2010-2017. Based on the framework of regional innovation systems (RIS), the notion of peripheral RIS is empirically analyzed, taking into account their specificities. On the basis of novel data, a synthetic index is constructed to identify and characterize a set of peripheral RIS, which are mainly in the North of the country and have limited resources and scientific-technological capacities, as well as less access to the policies of the area. The evidence highlights the limited territorial scope of these policies and the relevance of recognizing the differential capacities of each RIS to generate comprehensive agendas. Otherwise, the prevailing superiority of the central systems and the reproduction over time of regional inequalities will be maintained.
