The "separation law" of 1905 defines the relationship between the state and religious groups in France. However, the way in which state institutions interact with religious organisations as well as the drawing of boundaries between the religious and the secular and the public and the private are something dynamic that varies according to the circumstances of each historical moment. This article analyses the relations between religious organisations and the local government in France moving away from the notion of "the French model of secularism". Drawing on a case study conducted in a medium-sized city, the analysis shows how the idea of neutrality and church-state separation is negotiated at the local level, who the actors included in this process are and what the definitions of the public expressions of religion that are considered acceptableare.
