ZELICOVICH, Julieta. Can developing countries exert influence in multilateral negotiations?: Considerations on the Argentinean case in the Doha Round (2001-2011). Temas debates (En línea) [online]. 2015, n.29, pp.79-100. ISSN 1853-984X.

The Doha Round negotiations have been one of the most complex negotiations in international trade relations of the early twenty-first century, evidenced by the fact that they remain unfinished. These 10 years (2001-2011) have shown the changes from an illusion about the promise of a development-focused agenda, to the establishment of limits, as the asymmetries of the multilateral level have been reconfigured. In those years developing countries have been able to generate new participation mechanisms. In certain cases such activism has resulted in an increase in the effectiveness of their participation, and thus in their influence. Based on the theoretical approach of Robert Putnam, in this paper we analyze the case of Argentina's participation in the Doha negotiations of industrial and agricultural issues. During four "turning points" we argue that the country has been able to gain different levels influence, by the development of three types of participation: a bounded participation, an effective participation, and a truncated participation.
