This paper analyzes the institutional dynamics of implementation of market-oriented structural reforms in Argentina in the early 1990s. We recover the literature that suggests some variables to analyze the weaknesses of implementation of reform policies, depending on the political institutions and actors involved. The objective is to determine the institutional performance in the implementation of two policies of reform: privatizations and the establishment of a regulatory framework, on one hand, and labor reform, on the other. Each of these policies faced different problems and involved stakeholders in dissimilar way, so that also resulted in reforms with varying degrees of success. These cases were selected with the intention of observing the functioning of institutional and social actors in each one, in order to understand the dynamics assumed by the change in rules.
