The granting of licenses for digital terrestrial television during the Frente Amplio governments (2005-2020) in Uruguay, contrary to other communication policies of their South American leftist peers, did not expand the audiovisual media scene and reinforced the position of prominent national private actors. Using a process-tracing strategy based on interviews with key actors, this article shows that policy legacies and the power of the large national media conglomerates were decisive. Although the communication policies of the Frente Amplio governments in Uruguay were not univocal, since they did modify and pluralize other communicational spheres, this case shows that when the negotiation was between the Executive Branch and large national media groups, without the involvement of other actors (such as the political party), the logic of mutual accommodation prevailed in order to sustain a relationship they considered convenient. Beyond technological changes and ideological signs, the historical patterns of the links between media and politics were maintained.
