The State's instruments and public policies are presented as dynamic entities than change according with social, political and economic contexts. The purpose of this paper is to investigate the management of rural development from the changes in its structure in Argentina. Particularly, the focus will be on the analysis of the Unit for Rural Change (UCAR by its name in Spanish) in which take part the management of lots of rural development interventions. The objective is to analyze the characteristics of the UCAR and how its functions would have influenced the management of rural development at the national level. General analysis of official documents, ministerial resolutions about the UCAR and interviews to members of that instance were used to this paper. To perform it, different techniques and sources were used. It should be mentioned that this paper is part of a wider research in progress.
