In a context of autonomy revaluation in foreign policy, characterized by the diversification of links with non-traditional actors and by the expansion of South-South Cooperation, between 2003 and 2015 Argentina failed to build a strategic plan for international insertion in Africa contemplating continental and regional, political and economic integration institutions. On the contrary, it remained at a standstill and aimed solely at achieving bilateral relations, in limited topics, which was not consistent with the opportunities offered by the integration progress in the continent, especially in developmental areas in which Argentina had outstanding capabilities for the construction of South-South cooperation agendas that would have contributed to increasing the depth of relations with said continent.
