Since the economic and political crisis of December 2001 in Argentina, new lines of public policies for socio-labour inclusion have been implemented and, since 2003, social economy has been included as a prominent axis. This article proposes to examine the socio-political and economic proposal of the social economy implemented by the national government since 2003 in order to indicate its interrelation with the proposal of the civil economy as a different model from the neoliberal. In the first place, the theoretical conceptions and their historical experiences are contextualized in the different social pacts that support models of economy and social protection. Secondly, the ideas associated with the promotion of the social economy are reviewed by the public policy of the Ministry of Social Development of the Nation, carrying out a discourse analysis. In this discourse we underline the aspects of this public policy that includes clues of the Italian civil economy. It is concluded that both proposals of economic models have in common keys that represent alternative community models to neoliberal thinking and policies.
