This exploratory case study analyzes the organizational learning and public agents’ perceptions about the implementation of digital tools for remote work within the social, preventive, and compulsory lockdown established for the health emergency due to COVID- 19. For this purpose, a qualitative study was carried out based on a semi-structured questionnaire administered to 49 key informants, which allowed detecting the first organizational effects of this learning process: the agents have a positive perception of the first effects of telework, but it has many nuances, and this is not unconditional.
