On June 22, 1906, the Rosario Municipality Council finished drawing up the General Public Traffic Regulations. On the same day, the Municipal Executive Power was informed that said code would become effective as of October 1 of the same year, that is, in approximately two months. This new ordinance forced the drivers to request a good conduct book from the police, to which was added a photograph and the printing of the applicant's fingerprints. Indeed, this aroused a deep unease in the shooting guild, which led to the request for the elimination of that point, otherwise a strike would be called. In turn, in that same year there is a significant change in terms of police control and surveillance. The arrival at the Political Headquarters of Néstor Fernández led to the application of changes in the police structure. At its headquarters, the Investigations Division was created, which had under its orders the Dactyloscopic Cabinet as well as the task of preparing the medical records. The following work proposes to analyze the impact and the relationships between both events, having as a contextual framework the Political Headquarters of Néstor Fernández.
