In Latin America, historical centers, especially those corresponding to capital cities, have been subject to heritage valorization since the mid-twentieth century. In Argentina, this process also emerged during the decade of 1970, through the action of the National Commission of Monuments, Museums and Historical Sites (CNMMLH, in Spanish). However, it is in the early 1980s that this institution decided to create a protocol for the refurbishing and heritage valorization of historic settlements. In this article we intend to examine the formulation and implementation of this initiative. We argue that it contributed to promote a process of widening the heritage concept and guidelines at the CNMMLH. Also, this process was reflected in the formulation of internal regulations that were approved during the 1990s, establishing the foundations of current guidelines of heritage valorisarion.
