The processes of regionalization are a new way of managing the national territory. Since the Constitutional Reform of 1994, the Argentine Provinces took an active role in shaping different blocks according to their reciprocal interests. In a sense, this formation puts into question the management of international relations from the national- oriented, often absent in the contemplation of provincial interests, which should necessarily be articulated with the integration policy outlined by the central power. This paper examines from a historical perspective, the process of formation of different subnational-integration schemes involving the provinces of the NEA, with emphasis on the context where these organizations born, their evolution, the results and their current agendas. The focus is on the relationship of the Province of Chaco with the southern states of Brazil, particularly in the context of the nineties, when macroeconomic imbalances induced loss of competitiveness of some of the most important productive sectors of the province.
