In the last 30 years, advanced economies’ share of world GDP has fallen 24%; on the other hand, emerging market and developing economies’ share of world GDP has increased by 56%. However, changes in international order have not been reflected into the IMF power structure. Decision-making at IMF has been heavily concentrated on core countries, often disregards other states’ interests. With the purpose of having changes in the international economic order reflected in IMF’s power structure, its Board of Governors announced three large governance reforms packages in 2006, 2008 and 2010. The study of these reforms show that these measures keep the power distribution among IMF members substantially unchanged, since, once they enter into force, a small group of core countries still have the control over decision-making at IMF.
