The so–called integrality of substantive functions today represents a perspective under construction, linked to positions, currents of opinions and consensus originating in Latin American and Caribbean public universities, focused on different strategies for articulating teaching, extension and research. This approach has gained strength in the region in the last 30 years, at the same time when the process of institutionalization and academic recognition of extension in universities begins to occur. In this historical development, the integration of substantive functions is presented in a dissimilar and heterogeneous way, founded on different academic and political positions and with different stages of institutional development. In this article we will focus our critical gaze on its foundations and objectives; complexity and conditions and the challenges for full institutionality.
